9. 1 teaspoon dried oregano
10. 1 bay leaf
11. 4 cups vegetable broth
12. 1 can (14 ounces) crushed tomatoes
13. 1/2 cup white wine
14. 1/4 teaspoon saffron threads
15. Salt and pepper, to taste
16. 1/4 cup fresh parsley, chopped
17. 4 slices of bread, toasted
18. Vegan mayonnaise, for serving (optional)

1. Heat the olive oil in a large pot over medium heat. Add the onion and garlic and sauté for 2-3 minutes, until fragrant.
2. Add the fennel, red bell pepper, and carrots and sauté for an additional 5 minutes.
3. Stir in the tomato paste, thyme, oregano, and bay leaf and cook for 1-2 minutes.
4. Add the vegetable broth, crushed tomatoes, white wine, and saffron and bring to a simmer.
5. Cover the pot and let simmer for 30-35 minutes, or until the vegetables are tender.
6. Remove the bay leaf and season with salt and pepper to taste.
7. Serve the bouillabaisse with a slice of toasted bread, sprinkled with fresh parsley and a dollop of vegan mayonnaise, if desired.
